France's fiscal outlook deteriorates as Fitch revises rating outlook to negative

Due to the deterioration of public finances, including slower growth, rising borrowing costs, and widening deficits, Fitch Ratings has revised France's credit rating outlook to negative.

According to reports from Zhihui Finance APP, France's sovereign credit rating outlook has been revised to negative by Fitch Ratings. This unplanned action highlights how quickly the country’s public finances are deteriorating. In a statement released late Friday, Fitch said the change “reflects the deterioration since our August 2026 assessment, including weaker growth, rising borrowing costs and a widening deficit.” France’s rating remains at A+ by Fitch, on par with Portugal and Belgium, and six notches above junk status.

“These factors have further worsened the already weak starting point for debt dynamics,” Fitch added, “Persistent political fragmentation and a challenging social context increase the difficulty of implementing sustained fiscal consolidation.”

This announcement comes just before yet another round of weekend protests, set to take place in several cities including Paris. Authorities are trying to contain violence—major unrest has already occurred earlier this month.

“The evolving policy debate ahead of the presidential election has not significantly increased Fitch’s confidence in a lasting reduction of the deficit,” the statement noted. “Large-scale protests over public services and the cost of living further complicate the social environment for fiscal consolidation.”

This decision is yet another indictment of France’s inability to find a way to rein in its ballooning debt burden. Over the past few weeks, France has been at the center of anxiety in the bond markets. This month, French government bond yields surged more than in any other developed market, reaching the highest level in 24 years.

Fitch has taken a notably proactive stance on France and its public finances, previously cutting ratings ahead of major competitors. By contrast, Moody’s, which rates France one notch higher, opted not to downgrade last week but maintained a negative outlook.

At the time, this temporary reprieve was described by French Economy Minister Roland Lescure as “an acknowledgment of our economic robustness and the credibility of the budget presented by the government.” On Friday, however, his tone turned more serious: Fitch’s “assessment underscores the urgent need to pass a responsible budget before the end of the year.”

Fitch pointed out that the outlook for public finances has worsened since the last assessment. “We estimate that the cumulative fiscal adjustment required to stabilize debt has risen from 3.0% in August to about 3.5% of GDP,” Fitch stated.

France’s ever-growing mountain of debt is fueled by a deficit that will expand to 5.4% of economic output this year. Political stalemate, slowing growth, and rising interest costs have derailed efforts at consolidation.

The economic challenges were further underscored earlier on Friday: data showed that output shrank in the third quarter, weighed down by persistently weak investment.

Prime Minister Sébastien Lecornu has proposed a fiscal bill that aggressively cuts spending and increases tax revenue in an effort to achieve next year’s 5% deficit target. However, with no parliamentary majority, the prospects for this blueprint remain uncertain.

The opposition refuses to compromise, instead focusing on the presidential election six months away. Main candidates across the political spectrum, from the far left to the far right, are putting forward radical policy ideas—including lowering the retirement age and imposing massive tax hikes on businesses.

Rising uncertainty has already pushed a closely watched bond risk indicator to its highest level since the eurozone debt crisis. The yield spread between French and German 10-year government bonds—Germany being the region’s safe haven—reached 178 basis points this month, compared to just 85 basis points at the start of September before the sell-off began. On Friday, the spread was about 165 basis points.

Fitch said on Friday that developments in the country are sufficient to justify “off-cycle” action, hence the surprise announcement. It added that the next scheduled review for France should be completed by the end of February.
