The industrialization process of quantum computing has reached a critical juncture.

Recently, IBM announced that it will invest over $10 billion in the next five years to accelerate its strategic layout in the field of quantum computing. This level of investment ranks among the largest enterprise investments in quantum computing globally, marking the shift of quantum computing from proof of concept to industrialization, with related commercial competition entering a new stage.

IBM also clarified key milestones in its quantum technology roadmap: it expects to deliver the world’s first large-scale fault-tolerant quantum computer in the second half of 2029. IBM Chairman and CEO Arvind Krishna stated: “The quantum era is no longer the future—it has already begun.”

This announcement comes only weeks after the U.S. government, together with nine quantum computing companies including IBM, signed a memorandum of understanding. According to this agreement, IBM will receive $1 billion in funding from the U.S. Department of Commerce, the highest among the nine companies. This funding will be used to establish a superconducting quantum foundry subsidiary named “Anderon,” with IBM promising to match the investment with an additional $1 billion of its own capital.

IBM's $10 Billion Quantum Roadmap

According to IBM, the more than $10 billion investment over the next five years will comprehensively cover crucial segments of the quantum computing industry chain, including R&D, capital expenditures, manufacturing capacity expansion, ecosystem partnership building, and M&A activities. The company stated that this investment is intended to support the ongoing evolution of its quantum roadmap beyond 2029—the target year for IBM to deliver the world’s first large-scale fault-tolerant quantum computer.

IBM Chairman and CEO Arvind Krishna stated:

“The quantum era is no longer the future—it has already begun. Our customers, partners, and users are leveraging IBM quantum computers to accomplish work that was impossible just a few years ago. The pace of discoveries in quantum computing is rapidly accelerating, and this investment will strengthen our ability to deliver the next generation of quantum hardware, software, and manufacturing capabilities.”

IBM previously disclosed that, from Q1 2017 to Q4 2024, the total amount of signed contracts for its quantum business reached $1 billion, and it aims to achieve “quantum advantage” by the end of 2026.

Government Endorsement: Anderon Quantum Foundry Launched in New York

Two weeks prior to this major investment announcement, the U.S. government provided policy support for IBM’s quantum strategy. The U.S. Department of Commerce signed a memorandum of understanding with IBM, granting $1 billion—the largest among the nine supported quantum companies—specifically to establish the superconducting quantum foundry subsidiary Anderon.

IBM indicated that Anderon will be the first pure-play quantum foundry in the United States, headquartered in Albany, New York. It will operate as an independent company focused on manufacturing 300-mm quantum wafers. IBM will contribute an equivalent amount, bringing Anderon’s initial capital support to $2 billion.

At the same time, IBM is expanding its quantum campus in Poughkeepsie, New York. Reports indicate the company has applied to build a new quantum computing facility spanning approximately 511,000 square feet (about 47,500 square meters) within the existing campus, while demolishing two current buildings to make room for a new center dedicated to manufacturing and assembling next-generation Starling quantum systems.

IBM's Quantum Strategy: From Single-Point Breakthroughs to Comprehensive Layout

From an overall strategy perspective, IBM is aiming to build a complete system in quantum computing that encompasses hardware R&D, software ecosystem development, and scale manufacturing, rather than pursuing breakthroughs at a single point. Of these, the establishment of the Anderon foundry is especially critical—as an independently operated pure quantum foundry, it not only serves IBM’s own quantum roadmap but may also be open to external clients and partners, forming a platform-based business model.

IBM has long been at the forefront of quantum processor R&D. With this $10 billion investment and additional government funding, IBM’s capital commitment to quantum commercialization has reached a substantial level, receiving clear policy backing. For investors watching the quantum computing sector, IBM’s series of actions provides one of the clearest industrialization timelines and capital paths currently available in the market.

The US dollar has risen 5% against the euro, with some investors expecting further strengthening. The options market has become strongly bearish on the euro, as concerns over France’s fiscal situation and political uncertainty are creating pressure points for the eurozone. One concern is that the euro no longer receives much support from the European Central Bank’s hawkish signals. The ECB raised rates by 25 basis points in September—its second hike this year to counter energy-driven inflation—but the euro fell after the decision, as markets worried about the impact of future hikes on the economy. Typically, rising European bond yields support the euro, but the euro's muted response suggests investors are increasingly concerned about growth and fiscal risks. Rising energy prices could add further pressure. “Structurally, Europe is a major energy importer and is more manufacturing-dependent than the US. The impact is obvious: high energy prices will drag down the region,” said Benjamin Ford, a researcher at Macro Hive. Federal funds futures show about an 84% chance of at least one more 25-basis-point hike by December.
