However, South Carolina Republican Senator Lindsey Graham suddenly passed away on July 12, and with Mitch McConnell's continued absence due to illness, the Republican majority in the Senate has narrowed further, increasing the pressure for the CLARITY Act to reach the 60-vote threshold for approval. Galaxy Digital Head of Research Alex Thorn previously lowered the probability of the bill passing this year to 50% and warned that the next four weeks are the bill’s last window for passage in this Congress. Currently, negotiations on ethical clauses have yet to reach agreement with the White House, and the final form of blockchain regulatory certainty provisions remains unclear.
