The chances of US lawmakers passing the CLARITY Act into law this year have hit a 20% all-time low on the Kalshi prediction platform. Despite passing the House in 2025 and the high expectations among crypto community members, unfolding events suggest that the bill, which currently lies in the Senate, is unlikely to pass before January 1, 2027.

Delays in deciding on the CLARITY Act among US Senators have led to a steady decline in the probability of the bill’s passage. Opposing lawmakers have been stuck in arguments about sections of the bill, amid negotiations over issues including stablecoin yield restrictions, AML requirements, and ethics provisions for officials.

While the protracted delay weighed on prospects of passing the CLARITY Act, sentiment took an additional hit after Senate Majority Leader John Thune declined to file a cloture motion on the bill. Crypto communities across major social media platforms quickly reacted to this development. Most users are pointing out that with the August recess only days away, the window to secure 60 Senate votes is nearly closed.

The CLARITY Act Enactment Odds have declined progressively since reaching their high following heightened optimism after the House passed the bill. Disagreements over stablecoin yields triggered the initial drop in confidence, before the latest plunge after chances of the Senate passing the bill before going on recess thinned.

Public forum discussions about the CLARITY Act are flooded with sarcasm, with most discussants mocking political empty promises. They claim that the bill effectively stalled despite claims that it was almost “as good as passed.” Most people believe politicians’ inability to pass the bill signals a loss of momentum from Washington.

Netizens concerned about the ongoing events surrounding the CLARITY Act expressed their opinions on Reddit. Most of the posts were skeptical, suggesting they have concluded the bill would never pass. Many Redditors believe the bill’s sponsors do not have enough votes, even among Republican lawmakers, to boost the CLARITY Act’s chances.

Although the majority of users decried the diminishing chance of passing the CLARITY Act, the primary roadblock centers on President Donald Trump’s personal cryptocurrency investments. Senate Democrats are refusing to back the bill unless stricter ethics provisions are added to govern the crypto holdings of the President and other high-ranking officials while in office.
