XRP Ledger lending and confidential transfer amendments fall short of approval threshold

The XRP Ledger’s latest proposed amendments, aimed at adding native lending functions and confidential token transfers, have yet to reach the approval level required for network activation. Data captured on October 15 shows that the LendingProtocol amendment received support from 19 out of 35 validators, while the ConfidentialTransfer proposal attracted 22 votes. Both proposals remain below the necessary supermajority threshold of 29 validators for amendment passage.

Validator Support Shows Steady Growth

Support for both the LendingProtocol and ConfidentialTransfer amendments has increased since late September. At that time, LendingProtocol had 15 validators in favor, while ConfidentialTransfer had won over 14. Despite this progress, the two amendments still lack enough sustained backing to proceed past the network’s voting requirements.

The XLS-66 Lending Protocol amendment aims to implement native fixed-term lending capabilities directly into the XRP Ledger. By leveraging code on the ledger itself, it would offer an alternative to decentralized lending platforms that depend on external smart contracts for loan origination and management.

This system is contingent on the approval of the SingleAssetVault amendment, which allows users to pool assets and receive tokenized vault shares as evidence of their participation. According to the latest data, ConfidentialTransfer currently leads with 22 validator votes, SingleAssetVault holds 21, and both lending amendments remain at 19.

The XLS-66 specification clarifies that its lending protocol would permit uncollateralized loans. Risk assessment and credit checks would remain external to the XRP Ledger, which means borrower default is still a possibility under the system’s design.

ConfidentialTransfer: Privacy for Multi-Purpose Tokens

The ConfidentialTransfer amendment, described in XLS-96, would enable confidential transactions for supported Multi-Purpose Tokens through encryption and zero-knowledge proofs. With these tools, details such as token balances and transaction amounts would be kept private, although the underlying validity of transactions could still be verified by the network.

The proposal’s privacy features do not extend to all transactions on the XRP Ledger. Initially, confidentiality would apply only to supported Multi-Purpose Tokens—not to ordinary XRP transfers—if the proposal receives sufficient approval from validators.

Under XRP Ledger’s amendment framework, a proposal requires over 80% validator support for two consecutive weeks to become active. Recent figures from the amendment dashboard reveal that both LendingProtocol and ConfidentialTransfer still fall short of this mark, though support is trending upward compared to previous reports.

Institutional Impact and Technology Tools

The new lending proposals carry additional weight for large institutional holders. Evernorth, a company traded on Nasdaq and currently holding roughly 473 million XRP, has outlined intentions to participate in new XRP-based financial strategies as soon as appropriate infrastructure becomes available.

Market observers note that the evolution of the XRP Ledger depends heavily on validator consensus, with new features only launching after consistent supermajority agreement. These governance practices are designed to maintain stability while supporting innovation across the network.

In an environment where announcements from the Federal Reserve or a rapid listing of altcoins can abruptly change market direction, many traders are seeking more efficient ways to keep up.

XRPL version 3.3.0 introduced support for several proposed features earlier in the year, but these changes do not become active by default. Network activation depends on sustained validator votes and broad community engagement.
