Zcash Proposal Seeks to Redirect 8% of Block Subsidies to NSM
- Bowe proposes redirecting ZCG’s 8% subsidy allocation while preserving its existing treasury.
- The estimated $125.3 million balance assumes a $1,300 ZEC price and deducts grant liabilities.
- The separate 12% coinholder allocation would remain unchanged; activation requires a future upgrade.
Zcash researcher Sean Bowe has proposed ending automatic funding for Zcash Community Grants, arguing its reserves already support continued grant-making. His draft would redirect the program’s 8% block-subsidy allocation to the Network Sustainability Mechanism. The committee would retain its existing assets and outstanding commitments, while the separate 12% Coinholder-Controlled Fund allocation would remain unchanged.
Zcash grants treasury drives debate over automatic funding
The draft proposal lists 91,452.98 ZEC and approximately $8.8 million in dollar-denominated assets. Outstanding grant liabilities total roughly $2.4 million.
At an illustrative $1,300 per ZEC, those holdings minus commitments equal approximately $125.3 million. This is a price-dependent valuation, rather than a fixed cash balance.
Bowe calculates that the allocation delivers about 144 ZEC daily, worth approximately $68.3 million annually at that assumed price. By comparison, reported first-quarter 2026 program expenses were $1.53 million, equivalent to approximately $6.12 million annualized.
His argument concerns continued accumulation rather than immediate insolvency or an inability to fund projects. Ending future receipts would leave the committee able to approve grants using its existing resources.
Zcash funding debate weighs grants against mining security
The Network Sustainability Mechanism is designed to recycle value removed from circulation into future block rewards. Its purpose is to support long-term network security while preserving the supply cap and scheduled halvings.
Redirecting the allocation would therefore change where future subsidies go. It would not transfer the committee’s existing treasury under Bowe’s draft.
A separate community forum proposal goes further, advocating an end to new grants and transferring remaining treasury assets. Participants disagree over whether moving resources toward future mining rewards would weaken development funding.
One contributor argued that software development and maintenance also contribute to chain security. That criticism highlights a budget trade-off: supporting future miners can reduce resources allocated automatically to ecosystem development.
The Zcash funding change remains a draft, with no assigned activation height. It is outside the currently specified NU7 upgrade and would require a future network upgrade before taking effect.
