【Five Ministries: Vigorously Promote Clean Replacement of Coal-Fired Boilers and Industrial Kilns, Fully Eliminate Coal-Fired Boilers of 10 Steam Tons/Hour and Below】Five ministries have issued a notice on the "Action Plan for Implementing a Comprehensive Conservation Strategy." They will strengthen source control of energy saving and carbon reduction, strictly enforce energy efficiency review and carbon emission evaluation measures for fixed asset investment projects, enhance the comprehensive assessment of energy consumption, coal consumption, and carbon emissions for projects. Newly (including renovated and expanded) high-energy-consuming, high-emission industrial projects will implement equal or reduced carbon emission replacement, effectively controlling high-energy-consuming, high-emission projects. In key regions for national air pollution prevention and control, newly (including renovated and expanded) coal-using projects will implement equal or reduced coal replacement in accordance with the law. There will be vigorous promotion of clean replacement for coal-fired boilers and coal-fired industrial kilns, and full elimination of coal-fired boilers of 10 steam tons/hour and below. The modernization of heating for coal-fired units and supporting pipe networks will be accelerated, and outdated, inefficient coal-fired units and coal-fired boilers will be phased out. The orderly elimination of inefficient coal-fired facilities and equipment used in agriculture, commerce, and households will be promoted.
